What is being "audited" or "examined" in an IRS Audit, regardless of type, are the figures and information contained in a taxpayer's tax return, typically one filed up to two years earlier. What the IRS knows about a given taxpayer is generally limited to the information contained in the tax returns and other documents filed with the IRS by the taxpayer and others. Most income tax returns are selected for audit by the so-called "DIF" score they are assigned by the IRS Discriminate Function System, which basically measures the numbers found in various parts of the return in comparison with statistical "norms." Figures that seem suspiciously out of the ordinary to the computer cause a return to be "flagged" for further review by human IRS employees, eventually yielding a relatively small inventory out of the millions of returns filed for audit. The IRS also has an ongoing National Research Program which randomly selects returns for audit. Given this selection process, the fact that a taxpayer is being audited does not mean that the IRS has a "case."
IRS Audits come in three main varieties: Correspondence Audits, the most common type, are generally conducted by mail by IRS tax examiners and audit accounting aides and usually involve items that can be resolved if there are documents that convincingly explain discrepancies or support deductions or credits taken.
Office Audits, which involve fact issues too complicated to handle by correspondence, are conducted in person by tax compliance officers at local IRS offices. Office Audits generally involve an interview or discussion with the taxpayer or the taxpayer's representative to resolve factual questions concerning challenged items on the taxpayer's tax return.
Field Examinations are conducted by IRS revenue agents operating out of a local IRS office, usually at the taxpayer's place of business. Field examinations involve an intensive review of the taxpayer's books and records in addition to interviews or discussions with the taxpayer or the taxpayer's representatives. Field Examinations can be both wide-ranging and lengthy, taking many months to complete.
